About the Union of Youth of Uzbekistan
According to the decree of President of the Republic of Uzbekistan (July 5, 2017 PF-5106 )“On the effectiveness of youth policy and support of the Union of Youth of Uzbekistan” and “Improving the activities of the Union of Youth of Uzbekistan” Decree of the Cabinet of Ministers of the Republic of Uzbekistan of July 18, 2017 No. PQ-3138 “On the achievements of real protection of the interests of youth in higher educational institutions of Uzbekistan”, taking measures to improve the quality of education the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and the Central Council of the Union of Youth of Uzbekistan:
It should be noted that the initiatives announced by young people in the establishment of primary organizations of the Union of Youth of Uzbekistan in all higher educational institutions of the country are fully supported by local councils and higher educational institutions.The following:
Regulations on primary institutions of higher educational institutions of Uzbekistan in accordance with Appendix 1;
Approvement of the organizational structure of primary organizations of higher educational institutions of the Republic of Uzbekistan in accordance with Appendix 2.
Control the leader of youth in the work of primary organizations of the Union of Youth of Uzbekistan, and be responsible for the organization.
Ministry of Higher and Secondary Special Education, higher educational institutions and affiliated persons:
Provision with 2 rooms and necessary materials and technical base for the primary organizations of the Union of Youth. (Council of the Youth Union, for other events in the "spirituality room”) ;
Separate rooms and provision of necessary amenities for clubs and clubs within the Union of Youth of Uzbekistan;
Organization the clubs of Youth Organization of the Youth Union of the Republic of Uzbekistan with the coordination of the teaching staff of the higher educational institution. With the specializations and their coordination with the Youth Leader;
The measures, included in the work plan of the Youth Initiative of Uzbekistan and the Youth Initiative in the Plan of Action of the Higher Educational Institutions;
Taking into account the achievements of students and teachers in district (city), regional and national competitions and competitions of the Youth Union of Uzbekistan and in the evaluation of the educational institution as the achievement of the University;
The leader of the youth department should be a member of the Council of Higher Education and give him more opportunities for his rights and duties;
Working out and realization of control for the qualification work and requirements for teachers and teachers of higher educational institutions of the youth leader;
Present to the youth leader as a member of the relevant selection committees to develop the leading staff, professors and teachers of higher education;
Amendments to relevant documents on the inclusion of a youth leader in the Commission by the recommendation of students of state and nominal scholarships;
In this case, the procedure for reviewing the documents of candidates should be a recommendation of the Youth Leader;
Recommend to the position of the pro-rector of the university(if he/she has a degree);
Responsible for the appointment of a young adviser to the rector (director) of a higher educational institution, who is a leader of youth policy.
Central Council of the Union of Youth of Uzbekistan, regional and local councils:
Decree of the President of the Republic of Uzbekistan of July 5, 2017 PF-5106 "On development the effectiveness of State Youth Policy and Supporting the Youth Union of Uzbekistan" and "Improving the Activity of the Youth Union of Uzbekistan" Decree of the Cabinet of Ministers of the Republic of Uzbekistan of June 18, 2016, PQ-3138 “On comprehensive measures”, in particular, contribute to the achievement of the goals of the Youth Union of Uzbekistan among the youth of higher educational institutions and encourage young people to feel a sense of well-being in the organization;
To conduct the constituent meeting of the Alliance, the primary organizations in all higher education institutions of the Republic, to record and monitor their activities;
Establishment of a system of obeying all the laws and other regulatory legal acts to primary organizations;
Preparation and delivery of propaganda tools used in the activities of primary organizations, including advertising films, banners, stands, posters, brochures, leaflets and others;
Development and use of methodical manuals, collections, methodical films and other materials available to the main organizations; supply of seats;
Systematic organization of local, regional and national training seminars directed to the improvement the heads` skills of the primary education;
Organization of visits to forums, conferences, visits to educational institutions for the exchange of experience and ideas among heads of primary organizations;
Auxiliary centers, associations and other public structures that promote self-government, uniting the leaders of primary organizations;
Providing smaller social subsidies to support initiatives of primary educational institutions;
Regularly study the activities of institutions of primary organizations and discuss issues in interdepartmental councils of local, regional and national levels on youth issues;
Inclusion of the youth leader in the personnel reserve for the position of the chairman of the local youth council;
Tasks and competitions aimed at encouraging members of youth leaders and the board of directors, as well as the systematization of their recommendations for state awards.
The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Center for Secondary Special and Professional Education and the Central Council of the Public Youth Movement of Uzbekistan “Kamolot”, Decree No. 15, 58/88 and 01-04 / 92 of 19 November 2012 on the further improvement of the activities of primary organizations of the Youth Union in higher educational institutions.
The control over the implementation of this Decree is entrusted to the first deputy minister of higher and secondary special education of the Republic of Uzbekistan D. Nabiyev and the Union of Youth of Uzbekistan.
