Postgraduate education

At the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, the preparation of highly qualified scientific and scientific-pedagogical specialists is carried out through postgraduate education.

Post-graduate education is a kind of continuing education aimed at ensuring the needs of the society in scientific and scientific-pedagogical personnel of the highest qualification;

The Cabinet of Ministers adopted Decree No. 304 in May 22, 2017 "Measures for the Further Improvement of the Post-Graduate Education System".

The document approved the State requirements for postgraduate education, the Regulation on postgraduate education.

According to the President Decree of 16.02.2017 № 4958 "On the further Improvement of the Post-Graduate Education System", a two-stage system of postgraduate education is provided in Uzbekistan: Doctor of Philosophy(Candidate of science) and Doctor of Science. The training is carried out in the form of: basic institution of doctor`s degree and independent researcher.

An important innovation was the entrance examinations to the doctor`s degree courses with an interview. Entrance examinations are kept in the basic institution of doctoral candidacy on foreign languages and specialties.

Currently, 27 students of doctor`s degree courses on 10 specialties are being trained at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers.

The necessary conditions for the organization of doctor`s degree courses and training of scientific and scientific - pedagogical workers are created at the Institute.

The management of the Institute tries to create the necessary conditions for increasing the efficiency of the training of highly qualified scientific and pedagogical personnel, financially and spiritually stimulating the doctoral candidates.

Students of Doctor`s degree participate in the annual conferences of the Institute. In addition, they take part at the  international conferences and seminars.

Requirements for studying at post-graduate courses of the institution

 

Students of doctor`s degree and and independent researchers are being trained according to the individual plan approved by the decision of the Collegial Body.

An individual plan is drawn up for the entire period of study at the Institute of Postgraduate Education.

In order to ensure high-quality training of scientific and scientific-pedagogical cadres as well as providing them with the necessary scientific and educational-methodological helps there are  carried out the decisions of the Collegial Body:

For the scientific supervisor must be chosen by their degree of  science (doctor`s degree);

For the scientific adviser must be chosen by their degree of  science (doctor`s degree);

For the scientific supervisor must be chosen by their degree of  science (doctor`s degree, candidate`s degree and doctors of philosophy);

Dissertations can be carried out  without appointment an adviser according to the will of the researcher.

Before the defense of the dissertation reseachers must:

To take the examinations on the speciality and foreign language;

To present the results at the international and national scientific and practical conferences;

To have at least three scientific articles (including one of them abroad) reflecting the main results of the dissertation  published in scientific journals determined by the Supreme Attestation Committee.

To have at least ten scientific articles (one of them abroad) including the main results of the dissertation published in scientific journals determined by the Supreme Attestation Committee.

Researchers of the doctor`s degree have to publish a monograph on the dissertation.

-To have a master's degree diplomas;

- To have some scientific works, including at least one scientific article published in a scientific journal, and not less than two scientific thesis in the materials of conferences and ability of making up a plan of the research.

На самостоятельное соискание ученой степени доктора философии (PhD) оформляются лица, имеющие научно-педагогический стаж работы не менее двух лет или имеющие определенные научные достижения (патенты на изобретения или авторские свидетельства).

-For independent researcher must be obtained pedagogical experience more than 2 years and or some scientific achievements (patents for inventions or author's certificates).

Should have science degree of PhD or/and equal degree of former science degrees or equal science degree got in foreign countries;

should have considerable or/and substantial science achievements of PhD or other equal science degrees got in foreign countries, including, not less than 3 (three) science articles published in science journals or/and not less than 2 (two) published science articles(thesis) of science and science-practical conferences, which can be a scientific basis of research thesis for getting DS degree.

Ministry, organizations, which have HEI and/or SRI, in cooperation with Agency of Science and technologies of Uzbekistan carry out  monitoring of researchers` activity at HEI and/or SRI.

For monitoring is set up a working group, confirmed by Ministry, government departments and organizations, which have HEI and SRI.

Monitoring of the researchers` activity are carried out according to the following criteries:

а) The first year of study:

- Approved of the individual  plan on the theme and its fulfillment;

-Approved of the theoretical-methodological program on the speciality and its fulfillment;

- The number of publication, minimum 1 scientific article in scientific journal, indicated in the list of HAC;

- Participation at the conferences on the theme of dissertation;

- Analytical observing on the theme of the dissertation;

- Participation at the seminars at HEI and/or SRI, (in cooperation with science supervisor) on the base of the results;

b) The second year of study:

- The number of publication, minimum 1 scientific article on the theme of dissertation published in scientific journal, indicated in the list of HAC;

- The number of publication, minimum 1 scientific thesis on the theme of dissertation published in the materials of scientific conferences;

- The number of publication, minimum 1 scientific article on the theme of dissertation published  in foreign scientific journals, indicated in the list of HAC;

-Participation at the seminars at HEI and/or SRI, (in cooperation with science supervisor) on the base of the results;

- Reporting on the process of the research.

c) The third year of study:

- The number of publication, on the theme of dissertation published  in foreign scientific journals, indicated in the list of HAC;

- Complication of dissertation work and theses on the HAC requirements;

- Analyzing and discussing a dissertation work and theses at the Research organization.

Monitoring of the effectiveness of research activities on doctor`s degree:

а) The first year of study:

- Approved of the individual  plan on the theme and its fulfillment;

- Preparation of the 1st and 2nd chapters;

- The number of publication, minimum 3 scientific articles in scientific journals, indicated in the list of HAC;

- Participation at the Republican and foreign conferences on the theme of dissertation;

- Analytical observing on the theme of the dissertation;

- Participation at the seminars (in cooperation with science supervisor) on the base of the results;

b) The second year of study:

- Preparation of the 1st and 2nd chapters;

- The number of publication, minimum 4 scientific articles in scientific journals, indicated in the list of HAC;

-Participation at the Republican and foreign conferences on the theme of dissertation;

- Participation at the seminars (in cooperation with science supervisor) on the base of the results;

- Reporting on the process of the research.

c) The third year of study:                                          

- The number of publication, minimum 3 scientific articles in scientific journals, indicated in the list of HAC;

-Publication of monograph on the result of the research.

- Completed dissertation work and thesis requiring to the demands of  HAC;

- Analyzing and discussing a dissertation work and theses at the Research organization;

Results of monitoring procedures are considered and approved by Collegial Committee. And for the researchers who didn`t fulfill the plan, Collegial Committee comes to an appropriate decision and they are discharged from the post-graduate study.

Persons, who were discharged from the post-graduate courses and didn`t finish or defend their dissertations in time, they can be enrolled as an independent researchers. And payment for supervisors and advisers  are stopped.

The main requirements which provide necessary and sufficient level of preparation of high qualified science and science-pedagogical personnel are:

а) for PhD applicants:

Possession of research methodology of general scientific and specific sphere, ability to detect and establish a claim of the problem, keeping purposeful research, to analyze, to systematize and summarize science data and information;

Ability to set out the problem, to be based on research results, laconically and precise formulate science conclusions and recommendations;

To represent own science results for involving to practice;

b) For DSc applicants:

possession of deep fundamental knowledge according specialty;

ability to propound fundamental research on high level and to solve science-practical problems, which have important social-economic significance;

involvement of science results to practice.
