Where there is the rule of law and order, there will be development. An important component of a democratic state governed by the rule of law is a strong and fair judicial and legal system that guarantees the protection of the rights and interests of citizens, which, in turn, creates conditions for the country's prosperity and progress. One of the key elements of increasing the attractiveness of the legislative branch is the Legislative Chamber of the Oliy Majlis. The legislative branch is the most important component of state power. At the same time, this system provides ample opportunities for our youth and allows them to try their hand at responsible work. In order to ensure the implementation of the State Program "Year of Development of Science, Education, and the Digital Economy", draft resolutions of the Kengash of the Senate on the creation of a Youth Parliament under the Senate of the Oliy Majlis of the Republic of Uzbekistan, the Regulation of the Youth Parliament and the Program of Measures to create and ensure the effectiveness of the Youth Parliament have been developed.

As you know, under quarantine conditions, many higher education institutions organize online conferences, online forums, online meetings. Active students of the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers have also planned such online dialogues. The guest of the online dialogue was Rasul Kusherbayev, a deputy of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, an active supporter on ensuring openness, freedom of speech and the press. He always lives with the problems of the population and stands out among the deputies for his diligence in resolving conflicts between districts and mahallas. More than 400 participants took part in an online dialogue that took place as part of the Zoom program, others in a live broadcast on Facebook. The online dialogue was moderated by the Vice-Rector for Youth Affairs R. Choriev, active members of the youth team of the Institute A. Berdimurodov, D. Akbarov, U. Manzirbayev.

Kusherbayev dreamed of becoming a pilot, but changed his mind and decided to use his knowledge potential in the interests of people. Rasul Kusherbayev answered each of the questions as much as possible and gave his suggestions and conclusions on what initiatives should be taken in these events. He also dwelled on the work of the Youth Parliament, spoke about the problems, as well as the opportunities created for youth.

The rector of the institute Umurzakov Uktam Pardaevich appealed to the deputy on the issues of creating immunity in the minds of young people against corruption in the higher education system, eradicating this evil from the education sector. Rasul Kusherbayev, based on his experience, spoke about the fight against this evil, about the development of legal literacy in the minds of young people. Corruption remains an acute problem at the global level. It is extremely important to raise the legal culture, especially among young people and teachers, as well as to promote their involvement in the ongoing anti-corruption reforms.
