The core feature of Public-private partnerships

 

International experience accumulated in recent years shows that public-private partnerships are one of the main mechanisms for expanding the resource base and mobilizing unused resources to improve the effectiveness of economic development and public-private property management.

This conference was organized on the basis of the "Plan of scientific and scientific-technical conferences held in the Republic in 2019" approved by the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated February 25, 201-F-2019. The purpose of the conference is to develop proposals and recommendations on the formation and development of public-private partnerships in the agricultural and water sector. Also, proposals will be made on the basis of generalization of experience in investing in the industry.

The public-private partnership mechanism is widely used in all the developed countries of the world in many areas of the economy. In particular, investment through public-private partnerships is focused on road infrastructure, airports, railways, agriculture, education, medicine. Great Britain, Germany and the United States are the leaders in public-private partnership. Public-private partnership projects are also developing in other countries, and such projects are developing in the Russian Federation and Kazakhstan. Southern and South-East Asian countries are leading in the use of public-private partnerships in the agricultural and water management.

The President of the Republic of Uzbekistan Shavkat Mirziyoev addressed to Oliy Majlis about the development of public-private partnerships in the sphere of tourism, introduction of modern production and engineering-communication networks, aerospace technologies in the regions. 2019 - The year of "Active Investments and Social Development", which is one of the key agricultural sectors, is based on public-private partnerships, in the organization of clusters, in the system of general secondary education, in the process of medical and social care , the creation of new cultural and amusement parks, the utilization of public utilities, public-private partnerships in public administration. As we can see from this, public-private partnerships are in every aspect of our lives.

At the present time, the normative-legal acts that define concrete directions of development and formation of public-private partnership in agriculture and water management are adopted. More than 150 scientific articles have been received by scientists, professors, field specialists, researchers, masters and students.

Deputy Minister of Water Resources of the Republic of Uzbekistan A. Mirzayev, specialist of the Agency for the Development of Public-Private Partnership under the Ministry of Finance of the Republic of Kazakhstan A.GAbibullaev, Chairman of the Chamber of Commerce and Industry of the Republic of Uzbekistan, and Sh.Sattorov, Chief Scientific Secretary of the Scientific and Production Center for Agriculture and Food Supply, Doctor of Economics, Professor N.Khushmatov, specialist of the Association "Uztokimachiliksanoat" A.Choriev,  the head of the department of Tashkent Institute of Irrigation and  Agricultural Mechanization Engineers A.To'laboev, an associate professor G. Dusmuratov, students S. Khoshimov and J.Khasanov delivered lectures.

The conference will continue its work on the second half of the day and on May 2, in the following four branches:

- Water management and land reclamation and public-private partnerships in water sector: problems and solutions;

- Implementation of innovative technologies and technologies in agriculture and water management and application of public-private partnerships;

- Efficient use of land and water resources and the establishment and management of public-private partnerships in agriculture and water management;

- Local and foreign experience of public-private partnerships in other sectors and sectors of the economy (education, health, culture, communal services, public administration, etc.).
