Constitution is our beating heart
On the eve of the 26th anniversary of our constitution, which is widely recognized as the main law, on December 7 of the current year at our Institute a large educational event was organized in the Palace of Culture. The hall is full of students and professors. The anthem of the Republic of Uzbekistan was played. The event began with a solemn ceremony. The event was opened by Mirzaev Bakhodir Suyunovich, the vice-rector for academic affairs.
A member of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan Akmal Rakhmonov made a speech. Various countries have briefly been described how the attitude towards the constitution was. In 1787, the first constitution was adopted in the United States. In France, the constitution was adopted 15 times, and in England it was briefly denied that the constitution was a humanitarian donor by the spirit of humanism. The conservatives also point out that the reformers are the ones who are progressing and advancing, if those who do not like to innovate and change. Reforms are clearly evolving.
Then, the word was given to a lawyer, Jumanazar Holmuminov, and a member of the Writers' Union of Uzbekistan, the talented poet Shodmonqul Salam. The concert program with the participation of the creative institute's students attracted the event.
Today, we are on the threshold of our glorious holiday, which is affecting our prestige, our social, political and international standing around the world. As you know, our native Uzbekistan has been shaped as an independent and sovereign state and has occupied a worthy place in the international community. The legal basis of our country is undoubtedly the Constitution. It is not accidental that the development criteria and the guarantee of our accomplishments are bound to it. It is not a secret that President Shavkat Miromonovich Mirziyoev underlined that all reforms are under their control, while taking a step into the new stage of development, we must thoroughly critically analyze our mistakes and deficiencies, as well as impartially evaluate our capabilities.
At the same time, in our institute, such international conferences and memorandums with participation of scientists from foreign countries such as Japan, China, Germany, Korea, Russia, USA, Hungary, Turkey. The President of the Republic of Uzbekistan has signed a number of laws and resolutions aimed at improving the quality of education in higher education institutions, including training of specialists in the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers on May 8, the requirements of the Decree No. PQ-3702 "On measures to radically improve the system". All our efforts and attempts are being made in our society to make the principle of "law and justice - the priority, the penalty of crime - inevitable". In order to create a decent standard of living for our people, first of all, it is desirable to build a strong economy and to ensure the competitiveness of our country on the international arena.
Today, ruthless competition worldwide is becoming increasingly acute. In such a complex environment, we must work on the broad introduction of modern science and innovation achievements. The Decree of the President of the Republic of Uzbekistan "On the Establishment of the Ministry of Innovative Development of the Republic of Uzbekistan" adopted last year is of great importance as it is aimed at achieving these goals. It is not difficult to underline that the slogan "Our Great Future Begins Today" is a challenging challenge to constitutional rights and duties, and to use all the strength and potential to ensure the well-being of our people. While the constitutional principle of the rule of law prevails in the daily activities of public authorities, the principle that "public authorities should serve the people" is a fundamental principle in the work of leaders in all stages, are offered. It is a sacred duty to ensure the rule of law in our society, to protect the rights and freedoms of every citizen. In the same sense, it is not an exaggeration to say that our constitution is our heart.
