Umurzakov Uktam Pardaevich was born on August 20, 1952 in Syrdarya region. He was the father of three children. For many years, Umurzakov Uktam Pardaevich he had made great contributions to the development of Tashkent Institute of Irrigation and Agricultural Mechanization Engineers (TIIAME), and promoted great initiatives in the field of science and education in the Republic of Uzbekistan. Within the period from 1974 to 1977 he worked as a junior researcher at the Department of "Machine Building and Repair", from 1977 to 1980 he worked as a Junior Researcher of the Research Laboratory, he was an assistant of the Department of Materials Science and Mechanical Engineering between 1980 and 1990, Dean of the Faculty of Advanced Training between 1990 and 1992, Vice-Rector of the Training Center for Mechanization Engineers 1992-1996, Dean of the Faculty of "Agricultural Mechanization" 1996-1999, Vice-Rector for Research and Information Technology of TIIAME within the period from 1999 to 2004, the First Vice-Rector for Academic Affairs of TIIAME from 2004 to 2011, and the First Vice-Rector for Academic Affairs of Tashkent Institute of Irrigation and Melioration from 2011 to 2013, he was appointed as an acting rector, within the period from 2013 till present he was a professor of the department “Economy of Water Resources”. From May 26, 2017 till July 26, 2021, he worked as a rector of Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, Chairman of the Republican Council of Higher Education, and Professor of the Department of Water Economy. Umurzakov Uktam Pardaevich is well known and widely respected in the fields of science and education for his initiation of integration with the international science community, his implementation of the world’s leading educational systems as well as many scientific and practical projects, and his promotion of higher education in Uzbekistan. As Chairman of the Council of Higher Education of the Republic, he also carried out significant practical work in the field of higher education. His proposals and initiatives are supported by Uzbekistan government and are still being implemented. He has trained many talented, dedicated personnel both in economics and in the field of agriculture and water management in Uzbekistan. About 100 of his students have successfully defended their dissertations under his guidance in the field of agricultural economics, and are currently working in various sectors in Uzbekistan. Tashkent Institute of Irrigation and Agricultural Mechanization Engineers in cooperation with Uzreport TV channel and HUAWEI, carried out a special initiative, unique among higher education institutions in Uzbekistan to make lectures available to students through the media and social networks. This effort continues to this day. We are proud of Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. In the ranking of higher education institutions of the Republic of Uzbekistan, Tashkent Institute of Irrigation and Agricultural Mechanization Engineers took 3rd place in 2018, 2nd place in 2019, and second place in 2020 with a difference of 0.1 points. Currently,  Tashkent Institute of Irrigation and Agricultural Mechanization Engineers ranks 301+ in the Emerging Europe and Central Asia (EECA) ranking by the Quacquarelli Symonds (QS) rating agency, which determines the international ranking of world universities.

 In addition, TIIAME was the first in the country to receive 201-300 places in the "Clean Water and Sanitation" category, and 201+ in the "Life on Earth" category. It is ranked 201+ in the world in the ranking of universities in the field, and now Uzbekistan occupies the highest place in the international ranking of higher education institutions. TIIAME has long term plans to increase its cooperation with more than 30 foreign countries. Of course, these achievements were due to the hard work, initiative and wise leadership of Umurzakov Uktam Pardaevich. Uktam Umurzakov aimed to bring  TIIAME to a new level in order to fulfill the tasks set by the President of the Republic of Uzbekistan dated July 10, 2020 № 6024 "Concept of Water Resources Development of the Republic of Uzbekistan for 2020-2030". According to recent analysis, the Institute is poised to continue fulfilling the long term goals set out by Uktam Umurzakov. The role and work of Uktam Umurzakov can be seen in the huge creative work done at the institute in recent years, such as the construction of laboratories and auditoriums equipped with modern educational technologies, and the raising of large amounts of funds to support talented students and young scientists.

From a student’s point of view, when one hears of the Rector, one imagines a very formal person, who does not deviate from a serious and scientific demeanor. In reality, Uktam Umurzakov, was a people person, a sincere and student-oriented teacher, who knew how to find a way into the heart of every student. It was a great honor for every graduate to personally receive a diploma from the rector. As a teacher, he had a combination of youthful initiative and the wisdom that comes from life experience.
