Conversation of Youth with the Minister
On November 20, during his visit to Chilanzar district the head of the country called for organizing a youth forum. Since then, in various regions of the country, the initiative has been supported and a number of events have been held. Tashkent city has recently created a model for working with young people. As part of this experiment, the problems, suggestions and aspirations of our boys and girls were studied in the "Youth Month" in Tashkent. Targeted programs have been developed for their solutions. This noble initiative has spread across the country. Youth festivals were also held in all cities and districts. It should be noted that a number of ministers, governors, bankers and other officials were openly involved in these events. In this regard, it is obvious that the organization of the Youth Forum of Uzbekistan at the Humo Arena Palace in Tashkent and the speech of the President at that event played an important role. It is true that at the youth forum, the president expressed the opinion that from now on, governors of regions, districts and cities, ministers and other responsible leaders will hold regular meetings with young people. Now young people are able to express their concerns and plans. Because listening to them instills confidence in the future.
The forum also stressed the importance of strengthening the desire of children to learn a profession, to revive the tradition of "teacher-student". In this regard, the Ministry of Information Technologies and Communications, in cooperation with the Agency for Youth Affairs, launched "Youth Appeal" electronic platform which serves to establish direct communication between young people. Inspired by the Youth Forum, on December 28, 2020, Shavkat Khamraev, Minister of Water Resources met with young people working in the system. The event was also attended by talented, active students of TIIAME. More than 7,000 young people work in the ministry system. Their ranks are expanding year by year. In 2019-2020, more than 500 young people with higher education in the field of irrigation and land reclamation, in total more than 1,000 young people were employed. Currently, the system has 45% of higher education staff, and by 2030 their number will reach 65%.
At the same time, it is the responsibility of every leader in the system to thoroughly study the work and get used to the field. Active and enterprising young people with more than 5 years of experience in the field, with secondary special education, are given recommendations on preferential access to part-time departments of higher education institutions. Last year, 100 young people and this year 69 young people were admitted on the basis of referrals. At the Youth Forum of Uzbekistan, the President said: "Working with young people should become the main task of all of us, from the President to the Minister, from the mayor to the chairman of the makhalla." During the meeting, it was noted that the activities of leaders at all levels in the water sector will be evaluated in terms of their work with young people, their work to solve their problems. At the Research Institute of Irrigation and Water Problems under the Ministry, 34 young people are conducting research. For example, Alexander Dolidudko is working on his doctoral dissertation on "Methods for improving the reliability of the use of collectors in improving the reclamation of irrigated lands." In 2020, he published 5 scientific articles, 1 co-authored monograph, 3 certificates of authorship. During the meeting, the sides discussed issues of supporting young people engaged in similar research.
The head of each organization in the system was also given the task to select 5-6 talented young people with a high interest in science, to establish a system of comprehensive education and regular incentives. Today, there are many young people who are succeeding in the field of water management with their innovative ideas. Iroda Ganieva, an irrigation worker in Akkurgan district, received a soft loan of 100 million soums from the bank under the auspices of Chirchik-Akhangaron Irrigation Basin Department and built a greenhouse on her 40-hectare plot of land. She employs 3 people and grows tomatoes and cucumbers. It is planned to have 25 million soums profit this year. Abdusamat Abdulazizov, an employee of Namangan Pumping Stations and Energy Department, has a special place at his pumping station, where he feeds 5,000 quails. His annual income reached 144 million soums. He employs 5 people. During the meeting, Oybek Nuriddinov, Youth Leader of the Ministry of Water Resources, researchers of the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers Ezozbek Ozodov, Sarvar Melikuziev and others presented their proposals and ideas to the Minister. All the suggestions of the young people were taken into account and the relevant instructions were given.
